Mr. Temporary Deputy Speaker, Sir, it is with a lot of pain that I will have to oppose Mr. Midiwo. The reason is that unfortunately Kenya is a capitalist country. If it is so, we have people who have had to sweat to raise money to invest in banks. If we allow this to happen, we will be discouraging investors. I believe in fair competition. These banks can compete amongst themselves, and can offer the best rates to whoever wants to open an account. I feel that if we take this line, we will be creating serious disadvantage for the ...

On a point of order, Mr. Deputy Speaker, Sir. Three weeks, I raised an issue over a Question that was before this House with regard to the remuneration of police officers in this country. There is a circular that had come from the Department of Personnel Management in the Ministry of State for Public Service. You directed that this matter be deferred and since the Question was cross-cutting, the Prime Minister was supposed to respond. I have been waiting for two weeks. On Thursday last week, I raised the matter again with the Speaker and he directed that the Prime ...

Mr. Deputy Speaker, Sir, that is the reason I had directed the Question to the Minister of State for Public Service. When the matter was canvassed before this House, it was found that the issues that were raised were cross-cutting. The Minister alluded to the fact that there were no budgetary provisions. There were issues to do with the Ministry of State for Provincial Administration and Internal Security. Since the Prime Minister is the coordinator of Government Ministries, the Chair then and you are the one who was on the Chair, must have been informed by the wisdom that since ...

Mr. Deputy Speaker, Sir, while I may not want to challenge your opinion at this juncture, I am surprised by your change of tune. You are the one who sat on that Chair that particular day and, in fact, you spoke very passionately about this matter. You personally referred the matter to the Prime Minister.

Mr. Deputy Speaker, Sir, if that is the opinion of the Prime Minister and we are so convinced, then you should make a ruling on when this matter should come back to the House for the response.

Mr. Deputy Speaker, Sir, I rise to oppose this Motion. When I look at the composition of this team, I really sympathize with the country because we gave them this job on the understanding that they would serve this country right, give us a very good report and achieve the whole objective of reconciling Kenya. These people have exceeded their sell-by date. The more we give them time, the more we continue over-burdening the taxpayer and yet we need to save as much money as possible to pay the doctors that are on strike and our teachers whom we must ...

Mr. Speaker, Sir, two weeks ago the Speaker deferred a Question that I had brought to this House in relation to the failure by the Department of Personnel Management in the Ministry of State for Public Service to honour a circular that was increasing the salaries of police officers. When the matter was canvassed in this House, it was found that, that Question would be best answered by the Prime Minister. I seek your guidance because I think it is the right time that the Prime Minister came and addressed this matter. This is because the matter was referred to ...

Mr. Temporary Deputy Speaker, Sir, I rise to support this Bill and at the same time join my colleague in congratulating the new Minister of State for Provincial Administration and Internal Security and assure him that we will give him support. Mr. Temporary Deputy Speaker, Sir, terrorism is the worst crime that possibly we can imagine of in this country considering its nature and targets. When you look at the way it is done, it targets the masses. It leads to death of very many people. It targets buildings of very high economic value in a country. When these things ...
