  • 26 Sep 2012 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir for giving me this opportunity to make my contribution to this very fundamental Bill. It has been a long journey for this country to come up with a Bill that has a by-partisan support from a cross section of society. Terrorists are very heartless people. These are people without tribe, religion and without any regard for humanity. For us to decisively deal with terrorists, we need a strong law and this is what the Bill has. We have to bear in mind that our neighbours have enacted laws that deal with terrorists and ... view
  • 26 Sep 2012 in National Assembly: Madam Temporary Deputy Speaker, the issue of security is fundamental. Where we have tell-tale signs that things can get out of hand, it is good to arrest the situation early. This year precedes election, and it would be in order that we have this Select Committee to get to the bottom of the matter, so that whatever could end up messing up with the electoral process next year is unearthed early and safeguards are put in place. This way, Kenyans can continue doing their business in a very secure environment. With those few remarks, I second. view
  • 26 Sep 2012 in National Assembly: Thank you, for that protection, Mr. Temporary Deputy Speaker, Sir. Terrorists are known to move with colossal amounts of money. They channel money through different institutions and because of that, they are able to perpetrate their acts anywhere. This Bill has mechanisms in place to monitor effectively whatever terrorists are planning to implement. In that case and given the fact that many people want to contribute, I want to give my total support to this Bill. view

  • 26 Sep 2012 in National Assembly: Madam Temporary Deputy Speaker, I beg to move that The Alcoholic Drinks Control (Amendment) Bill, Bill No.19 of 2011 be now read a Second Time. The main issue with alcohol misuse in this country is mainly associated with illicit alcohol and that is where a lot of focus should be put in order to remedy the situation. The fatalities that have been associated with alcohol have arisen out of illicit brews. The principal objective of this Bill is to amend The Alcoholic Drinks Control Act 2010, so as to make it respond to the practical challenges that have arisen out ... view

  • 25 Sep 2012 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I would like the Minister to clarify this. It is obvious, under these circumstances, that when operations are going on, the militia responsible for the mayhem must have fled the area. Could the Minister confirm to this House how many of the suspected militia have been arrested outside the epic-centre of the conflict because those who are currently within the area must be innocent people? Those who suspected themselves must have fled the area. So, could the Minister tell us how many suspects he has arrested outside the area? view
