Mr. Temporary Deputy Speaker, Sir, I want to take this opportunity to thank hon. Members for giving overwhelming support to this Motion. I would also like to urge hon. Members that it is not enough to just give verbal support. Reforms need money. This House needs to give adequate funds to the police for the reform process. I say so, because as of now, what has been allocated to the Independent Policing Oversight Authority (IOPA) and the NPSC to put in place structures is a mere Kshs300 million. Without very strong laws to bar this, our country can end up being a haven for these international criminals who are looking for safe havens to keep their money.
