Exactly, Mr. Deputy Speaker, Sir. I want your direction on this particular Order because I have a similar amendment that passed through First Reading on 21st of July, 2011. It is currently pending in Second Reading. It is an amendment on the so called Mututho Law. Hon. Mututho has brought a similar amendment Bill. As I said, my amendment Bill is currently going through the legislative process. So, it is important for the Chair to give guidance on whether it makes sense to have two private Members Bills before the House.

Yes, it is Mr. Deputy Speaker, Sir. In fact, what hon. Mututho should have done is to make these amendments within my Bill instead of coming up with a new Bill. Basically, it is having two Private Members’ Bills on the same amendment running concurrently. That is why I am seeking your indulgence to give us guidance.

Give me my time. It is not a matter of shouting, but a matter of sobriety. The core responsibility of the NIS is gathering of intelligence information. In this case, we are talking about undertaking security vetting. We need to be very clear that vetting is undertaking for the sake of ensuring national security. Without this aspect, you can end up with critical positions in this country being held by individuals who would be serving interests other than the national security interest. Madam Temporary Deputy Chairlady, could you protect me so that I make a contribution. Madam Temporary Deputy Chairlady, I think we are taking the security of this country very lightly. If we are going to go by the deletion and not support the amendment by hon. Githae, it will be very easy for any foreign agent to access classified information through our civilians and without any penalty. If we do so, we shall be at risk all of us. We will live to regret the day we passed this kind of legislation.
