Thank you, Mr. Speaker, Sir. I want to put a rider. When the Chair brings the Statement, it should include the case of the three teenagers who were killed in Ahero in Kisumu County. Have the officers who killed the innocent peaceful demonstrators been arrested? Is there any compensation to the families that lost the three teenagers who will be buried on Friday? Lastly, will there be an end to this police brutality and use of live bullets anytime there are peaceful demonstrations, especially in NASA areas?

Mr. Speaker, Sir, I really want to thank the petitioner because as a Kenyan he wanted to know this terminology that is used commonly. Since the word ‘harambee’ is mostly used when collecting money, he wanted to know whether it is appropriate to use it in our coat of arms. I might not be as good or fluent in Kiswahili, but ‘harambee’ is a word that united this country. On a point of order, Mr. Speaker, Sir. With due respect to the Senate Majority Leader, could he tell this House who the ”characters” are? Is that language that can bring harmony to this House? The language he is using is derogative. Could he kindly apologize, if he really wants us to treat this House as the ‘Upper House,’ where people can reason together? The direction he is heading to, he is calling hell to fall on us.

Mr. Speaker, Sir, my heart is really heavy on this matter. I want to tell the Senate Leader of Majority that I do not want to take this Statement casually because we have lost lives especially in Kisumu County where your report only mentioned a few guys who were killed including baby Pendo. There are more people who were brutally killed by the police and baby Pendo was not even shot but she was clobbered. Mr. Speaker, Sir, I also want to concur with the Senator for Narok County that we should not dismiss this petitioner. When I was studying in California, there were certain farmers that were allowed to grow this plant for medicinal purposes. What I learnt from there is that they had also been given an opportunity to use it, especially those who are suffering from cancer. When the matter is raised that our counties are lacking funds in order to bring development to this nation, they come up with points of order. Is the Senate Majority Leader in order to come before this House with no answers because the National Treasury has already received the money that was approved by us yet because of this impunity, they are not ready to support the county governments?
