I associate myself with the remarks made by the Chairman of the Committee on Delegated Legislation regarding the reasons these statutory instruments are being annulled. It is very important to state that all regulatory making authorities must comply with the law. He was doing it on behalf of the people of Saku. Therefore, that element of conflict of interest cannot be as apparent as we are being told. view

That is why they appear in the recommendations. There is nothing inconsistent with the Report and the findings. One element was inconsistent and he dropped it, which makes everything else he has done intra vires that Report. view

Whether that decision is right or wrong, it is the decision of the House and it carries the day. Those matters were raised before the amendments were introduced. You allowed the House to consider them, which was the best thing to do, so that the Speaker is not seen to make decisions on behalf of the Members. Even in a court of law, you know very well that as a plaintiff or defendant, if a judgment comes out and you find that it has an error apparent, you seek a review. That review is taken to a judge in the same way that those recommendations were brought before the House. If the judge agrees, he goes by the proposals you have made. I have called upon the Government to act with speed so that if there are any illegal blockages of these rivers, this must be undone. This drought menace is evidence that rain-fed agriculture is not reliable. The Government must move away from telling Kenyans to wait for rains to plant and harvest, to ensuring that we have sufficient irrigation water throughout the country, especially in my constituency, Tharaka. Allow me to comment on the two petitions; the first one being the request for the Petition to have the National Prayer Breakfast made a public holiday. While I agree that Kenya is a praying nation, we also have to make a provision that we must work. What is happening in Laikipia is a little bit disgraceful because those communities are fighting over one of the most important factors of production, which is land.
