  • 10 Nov 2021 in National Assembly: Thank you very much, Hon. Temporary Deputy Speaker. I rise to support the proposed amendment. I have carefully gone through the draft Bill. Hon. Gideon Keter is seeking to streamline the requirements when it comes to the process of getting employment. Notably, the job seekers are young persons who possibly do not have income, as most of them maybe from low backgrounds where income is a problem. The net effect is that as they go to do the interviews, they are required to carry multitudes of clearance certificates for which huge payments have been made to the Government so that ... view
  • 10 Nov 2021 in National Assembly: Thank you, Hon. Deputy Speaker. Believe me, I am knighted because she has knighted me, which is good enough. Hon. Deputy Speaker, I beg to second and associate myself fully with the speech made by the Mover, Hon. Jennifer Shamalla. I urge the Members to read the Report of the Committee which has recommendations that these two persons be appointed to their respective positions. I beg to second. view

  • 9 Nov 2021 in National Assembly: Thank you very much, Hon. Speaker. I also support that we need to reconsider our position. We know very well that some of the COVID-19 rules and regulations are still in force. Most importantly, we have to learn to live with the disease. It is part of life and we have to be careful at all times to ensure that our safety and that of Kenyans is taken care of. We are not oblivious to the fact that we are heading towards an election year and political rallies have started. What we are seeing is not anywhere near compliance with ... view
  • 9 Nov 2021 in National Assembly: Thank you, Hon. Speaker. I was going to move the proposed amendments in the Committee of the whole House, but when I got the proposed amendments, I had issues with Sections 2 and 8. The reason is that I have tried to stretch my imagination as to when, in that Committee, did we ever discuss Hajj. I am not disowning this, but on a serious note, I do not recollect. If there are Members of the Departmental Committee on Justice and Legal Affairs here, they can confirm that we did this in a very nice way, but these introductions have ... view
  • 9 Nov 2021 in National Assembly: Absolutely. Hon. Omulele is a very good student and a very good master of the language of the Queen. Absolutely, it is that you seek indulgence from the person who is supposed to extend some magnanimity to you. Therefore, to every one of us, we have to approach the Chair and seek his indulgence so that we are permitted to do what it is that we want to do. He is absolutely correct. view
  • 13 Oct 2021 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. Allow me to add my voice to the debate on the National Water Policy, the Sessional Paper we are discussing today with emphasis on the fact that water is a source of our livelihood, our livestock and agriculture. Therefore, the country needs a very sound water policy so that there is equitable distribution of water to all communities and people in all counties in the Republic. As we speak today, there are areas in Kenya that are fully watered which means every household enjoys piped water. While there are other areas where water is ... view
