Thank you, Hon. Speaker. Allow me to pay my remitting tribute to teachers in the country, my constituency and in every other constituency. Thank you, Hon. Speaker. I also support this Petition. May it go on record that today, even in primary schools, students elect their leaders. They do it through the universal suffrage, namely, direct in a democratic manner. So, despite their tender age, they have leaders who they want to lead them in various areas. If there is any provision in the Universities Act, providing for a collegiate mode of electing students’ leaders, then, that is not well placed. Even during our time in the University of Nairobi (UON), School of Law, we did direct elections which were universal and not ...

Thank you, Hon. Temporary Deputy Chairlady. I think we need to make a distinction here. What we are dealing with is the NHIF, which has been created by an Act of Parliament that is separate from the Insurance Act, which governs other insurance companies and the industry. The Insurance Regulatory Authority is under the Insurance Act, while the Fund we are establishing is actually under its own regime of laws. Therefore, the proposed amendment is timely. The Regulations of IRA should not actually apply to this Fund because it is independent as a social protection Fund and is totally different ...
