  • 26 Nov 2020 in National Assembly: Thank you, Hon. Deputy Speaker. I have had occasion to attend several Committee meetings to ask Questions. What happens is that I read out the Question and then I get a written response that is read by the relevant Government officer. Later on, I get a copy of that response. That is a very tidy way of doing things despite the fact that our Standing Orders have a different provision. It goes without saying that registration documents such as birth certificate, identity cards and death certificates are very important. Those documents matter a lot in life and it is important that the Government ensures that service delivery and provision of those documents are near to the citizens.   • 26 Nov 2020 in National Assembly: There is a challenge of poor road network in the rural areas. People have to go for long distances to access those centres. There is also a challenge in a case where children are not born in hospitals. How does the Government get records to show that children not born in hospitals are eligible for birth certificates? I think we can use chiefs, their assistants or area managers, who are the basic level of administration, to achieve this. Let me add my voice to this Report we are being asked to adopt this afternoon, especially with regards to the seriousness of the COVID-19 Pandemic that is with us. I recollect very well that during the month of March, the Committee on Delegated Legislation, which I sit in, sat through and came up with lots of laws and regulations to try and control the pandemic, including setting aside money through a Fund that would be used to combat the disease.   • 26 Nov 2020 in National Assembly: Therefore, I agree that this House, especially the Departmental Committee on Health, must be more serious and more involved in ensuring that this Report is not a dead letter report. This is not a Report that has been brought here to sanitise what other people did. It is not be a Report that has been brought here to cool down our anxiety. It is a Report that should be followed through to ensure that it is enforced, so that all the culprits who have misappropriated the COVID-19 Pandemic funds can be brought to book.   • 26 Nov 2020 in National Assembly: Sorry, Madam Temporary Deputy Speaker. I apologise for that. The amendments proposed by Hon. (Dr.) Nyikal are weighty. They are trying to make sure that what we do here is not done in vain. Unfortunately, there is a procedure to follow, especially where the House is making resolutions which have to go to the Executive for implementation. I have tried this before and I have been advised, which advice I have taken to be true, that where the House resolves, the Executive will have to spend money on it.
