  • 26 Nov 2020 in National Assembly: Thank you, Hon. Speaker. Allow me to second the proposed amendment. I will only add that it is in the common knowledge of all Kenyans that sometimes investigative agencies investigate the same matter simultaneously. As a result, a conflict arises and eventually, the matter is left in abeyance. We need to be as specific as we can. Where there are two agencies that are supposed to investigate, let the Ethics and Anti-Corruption Commission be the lead agency. Anyone else will follow suit and may just chip in and bridge the gaps that may exist. With those remarks, I beg to ... view
  • 19 Nov 2020 in National Assembly: Thank you, Hon. Speaker. The Tharaka are not a minority as such. They are recognized. But there is a community in Tana River known as the Munyoyaya who are actually a very small minority in the country and who trace their roots to the Tharaka. It is historical. They are not Somalis, Pokomos or Oromos. They are actually a Bantu community that migrated down the Tana River into Madogo, the area that is near Bura. Hon. Wario is not here. He would confirm that, that is a small minority community and it is related to the Tharaka. I think as ... view
  • 19 Nov 2020 in National Assembly: Thank you, Hon. Temporary Deputy Speaker, for giving me this opportunity to also make my comments on the President’s State of the Nation Address that was delivered to us in accordance with Article 132 of the Constitution. Every year the President comes to the House to deliver that annual Address in which he delves into matters of development and security. As far as I am concerned, and I represent the people of Tharaka, I expected His Excellency the President to speak on the Big Four Agenda. Unfortunately, not much about this was said. When we look at it, it is ... view
  • 19 Nov 2020 in National Assembly: mourn our colleague who has possibly succumbed to this ailment because we are not sure, I am also mourning a young boy of four years from Tharaka Constituency who has died because of a snake bite. His name is Karani. His father is a chief called Basilio Kimathi. The young man has died because there is no anti-venom in hospitals and dispensaries in Tharaka. A simple thing such as an anti-venom which is supposed to be found in every hospital in every arid and semi-arid area which are infested with snakes was missing. The boy has died. May his soul ... view
  • 17 Nov 2020 in National Assembly: Thank you, Hon. Speaker. Allow me to comment on that timely Petition by Hon. Godfrey Osotsi. We know for sure that there is a pandemic that is ravaging our country, which is the COVID-19 disease. We do not know where it has come from. It is not self-inflicted, but it is a pandemic. The second pandemic that is ravaging our country is corruption. Corruption is self- inflicted. We are the ones who have entertained corruption in the country and as a result of this, Kenyans are suffering because of this wayward way of doing things. While we know that corruption ... view
  • 17 Nov 2020 in National Assembly: Thank you, Hon. Speaker. Allow me to rise and support the report of the Committee on Delegated Legislation as regards these regulations. • 17 Nov 2020 in National Assembly: It is vitally important that regulations-making authorities do realise that regulations, especially delegated legislation, is a very important legislation that governs the day-to-day lives of everyone in the country—the citizens, investors and the Government. As a result, it is vitally important that when regulations are being made, the authority must always be conscious of the provisions of Articles 10 and 118 of the Constitution as regards public participation. It is vitally important that the public is invited and their views are considered. It is also important to note that when it comes to gazetting the regulations, it is the regulations ... view
  • 17 Nov 2020 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. First and foremost, let me thank Hon. Kiai for bringing this particular Motion of Adjournment. I also thank him for being bold and candid to come out in the open against what is perceived to be stigmatisation and confess that he has suffered from this ailment and has fully recovered. Let me confirm that Hon. Kiai has fully recovered, because I have just come back with him from the The electronic version of the Official Hansard Report is for information purposesonly. • 17 Nov 2020 in National Assembly: United States of America (USA). Before going there, we were tested and we were all negative. Again in America, we were tested before we left and we were negative. If there was any problem with the Kenyan testing, I think the American results have confirmed his status. My condolences and those of the people of Tharaka should go to the family of the late Member for Matungu, Hon. Murunga. The media is awash with news that he may have succumbed to COVID-19, but we will wait for the postmortem to confirm what killed our colleague. The NHIF has been a ... view
