It is also important to note that there is a provision in Clause 6(4) that we can have branches of the NYS established elsewhere in the Republic of Kenya. This excites me in that I am thinking of a branch of NYS established either in my constituency of Tharaka or in the two sub-counties of Tharaka to serve young men from the grassroots. It is very important to the cohorts that we have talked about on a very good venture that was introduced. Again, it went awry. I believe there were people who were interested not in the welfare of ...

The idea of NYS is one of the best ideas that came up in our country if only we can be more committed in the fight against corruption and against wrongdoing. This is a service that will kick out unemployment from our country. Once NYS recruits go through paramilitary training, they should exit the service as either self-sustaining citizens or as people who are a labour force that is useful for the country. Unemployment will possibly become a thing of the past.

As I conclude, I urge the service council that is being established to oversee the activity and conduct of the service. This is going to be a group of not less than nine or 10 people. Surely, there is no way anything can go wrong in the service where about 10 overseers are sitting paying The electronic version of the Official Hansard Report is for information purposes only. keen interest in what is happening, whether it is the Director General, the chairman, Principal Secretaries and the other persons nominated. It is going to be their responsibility to ensure that our youth are taken care of, are properly trained and job opportunities, including the technical courses that are offered, are given to them so that endemic unemployment in our country starts easing and we have a better society.

With those remarks, I support the Bill and urge the House to pass it so that it can be implemented.

Thank you, Hon. Temporary Deputy Speaker. I rise to support the Government Contracts Bill, 2018 which, if enacted by this House, is going to repeal the Government Contracts, Act (Cap. 25) of the Laws of Kenya. It is very important to note that the Government Contracts, Act (Cap. 25), is one of those colonial relics we inherited from the colonial government, which we baptized as an Act of this Parliament and proceeded to use it. We have used it for the last 55 years. Before it was a relic, we must admit it was a good law, for it would ...

accounting officers are the County Executive Officers (CECs) or any other persons designated thereunder to do accounting business. However, in the county governments, we have seen and heard that officers, including the CECs, carry contract documents with them, so that they can dish out contracts the way they wish. We have heard that they carry Local Purchase Order (LPO) books which are used instantly when something needs to be worked on or any transaction, whether legal or illegal, is being entered into. This Bill must be strengthened. We are happy to hear from the Chair of the Departmental Committee on ...

Thank you, Hon. Temporary Deputy Speaker. I rise to support the Bill. This Bill is here pursuant to the provisions of Article 127 of the Constitution. The Constitution of Kenya establishes the Parliamentary Service Commission and it proceeds to set out the mode of its establishment and the functions of the Commission. The Commission is also supposed to perform any other functions prescribed by the national legislation. It is important to also emphasise that this House has enacted Acts of Parliament in respect of the other organs of the State. The House has established the Public Service Commission Act for ...

Today, everyone should understand that we are not even defying wise counsel from His Excellency the President and all other leaders, that MPs should not increase their perks. We are not increasing our perks or benefits. There is no provision in this Bill that says we are increasing them. We are ensuring that everything that happens under the roof of Parliament is legislated and anchored in a section of the law. So, as it has been ably presented, we do not have to go round begging for what is rightfully ours. Let us entrench it in the law, and have ...

Therefore, this law is part of the protection of the interests of this country. It is important to remind everybody in Kenya that this country cannot function without a functional Parliament. If this Parliament does not function, the country will ground to a standstill. Parliament must legislate, exercise its oversight law and conduct the budgetary process of this country. If there are facilities and services that must be extended to this House so that it is able to discharge its duties perfectly then so be it. This is why we are passing this law. Whatever will make Parliament to perform ...
