Mr. Speaker, Sir, I do not know through which means the Senator received his response. We, as a Committee, make our communications through the Clerk of the Senate. The statement has just been delivered to me now here from the office of the Clerk. Maybe he went directly to the Cabinet Secretary who happens to come from the same area and same constituency with him. I got my response now from the Clerk and there is nothing I can do about it.

Mr. Speaker, Sir, I oblige and withdraw and apologize to my senior brother, Sen. Musila. I can see the statement was received here sometimes at the end of last month and somehow the Committee has not had a session since we went for recess. I believe that is why we did not get possession of it. Therefore, we will go through it tomorrow. If we are given up to next week, we should be able to deliver the statement.

On a point of order, Mr. Speaker, Sir. I rise to disagree entirely with the Senator for Kakamega County, my friend, Sen. (Dr.) Khalwale. He is giving the impression that we should deliberate on this matter now because the security of MCAs is in question. I want him to know that the security of all Kenyans is as important as it is for Members of this Senate and even other elected leaders. But---

Thank you, Madam Temporary Speaker. I would not say the same of the Ministry of Lands, Housing and Urban Development. What I said of the Ministry of Environment, Water and Natural Resources is that when we request for Statements, answers come promptly. However, it is exactly the opposite of what happens when we do this in the Ministry of Lands, Housing and Urban Development. Records will show that sometimes it takes us even two months to receive statements from this particular Ministry. Madam Temporary Speaker, in requesting for three weeks, I was, indeed, going by the trend in which we receive answers from this particular Government department and I wanted to be very sincere to the House. I do not want to make promises that I will not be able to fulfill. The difference between two weeks and three weeks is not much. As pertains to the issue of incompetence, I want to inform Sen.
