21 Aug 2007 in National Assembly:
Mr. Temporary Deputy Speaker, Sir. I would also like to support this Motion because there is indication from everywhere that this Ministry is doing something for this country. However, because of the previous problems, it still has a long way to go to satisfy the needs of our people in terms of water. Mr. Temporary Deputy Speaker, Sir, this Ministry is one of the most important Ministries in the creation of any Government. This is because we say water is life. If water is, indeed, life, why are we exposing ourselves to death? The sources of water are diminishing! It ...

14 Aug 2007 in National Assembly:
Mr. Temporary Deputy Speaker, Sir, some of us were not lucky to catch your eye. I think what hon. Khamasi has just said is very important. I want to echo his statement that we have done quite a lot in Rural Electrification Programme (REP), but whether we shall be able to sustain it, in terms of power supply, is a major question. In fact, it is a very serious one. It is also a challenge to the Ministry. Secondly, I would want the Minister to give firm commitment over the money that has been paid by wananchi to Kenya Power ...

25 Jul 2007 in National Assembly:
Thank you, Mr. Deputy Speaker, Sir. This is a very important debate and, I think, from there, we might start moving towards the right direction. Mr. Deputy Speaker, Sir, there is no need to express how roads are important. Roads are a major factor in the development of any country, in terms of communication and transportation of human beings and produce. Mr. Deputy Speaker, Sir, I have listened to hon. Members who have spoken before me, and all we are doing is to complain about our roads. But I think time has come when hon. Members must assert their position ...

25 Jul 2007 in National Assembly:
Therefore, this is the time we need thinkers in the Ministry of Roads and Public Works, not just engineers! Engineers are people to be managed and told what to do! We 2788 PARLIAMENTARY DEBATES July 25, 2007 need people with a vision; people who look at the country in terms of development without fearing any political interferences or whatever. That can only happen if we return the current President to power: The man who would allow people to do their jobs without interference. So, the important part here is this: We have hon. Nyachae in this Ministry and, fortunately, he ...

25 Jul 2007 in National Assembly:
But the way we are standing here and talking about major roads; "This has not been done! That has not been done!", let us go back to our political history! Unless we transform our minds, unless we change and agree to transform ourselves to become new people, we still have the old brains. None of us thinks about what he is expected to think. So, Mr. Deputy Speaker, Sir, those are the areas that I urge the Ministry to give deliberate attention. When we distribute 16 per cent of the levy equitably--- Mr. Deputy Speaker, Sir, when you were talking ...
