On a point of order, Mr. Temporary Deputy Speaker, Sir. Now that the allegations have been denied, competently and effectively by the Assistant Minister - and they were calculated allegations - what is the House going to do with a situation like that, when someone decides to bring allegations of that nature to destroy somebody, could be, for personal reasons? What is the position of the Chair?

Mr. Temporary Deputy Speaker, Sir, now that the Bill is becoming an Act of Parliament, I would also like the Minister to note the following. We have started something new where the management of our roads is being assigned to a particular group of people. I know without the politicians' interference in these authorities, I hope they will do a good job. Our practice has been that in matters of creation of bodies by Government or Parliament, politicians are normally involved. Thank you, Mr. Temporary Deputy Speaker, Sir, for giving me the opportunity to also air my views on this Bill. This Bill ought not to have been here if the media was 2192 PARLIAMENTARY DEBATES July 3, 2007 willing to deal with the matter before we got into this situation. I understand that the Bill has been there for nearly ten years. It was first published in 1994. The Government must have been expecting the media to change its behaviour and adopt itself into good reporting and responsible journalism. The Motion is concentrating on building more universities in the so-called marginalised areas.
