Mr. Speaker, Sir, I think what I was going to say has been said by the Senate Minority leader. We as a Senate - these petitions tell that we are not serious. We are not doing our work as it is supposed to be done. We must make sure that this money is spent properly. If I can read wisely, the indication from the public is that we are now being challenged through the Speaker, that the Members of this House have almost abdicated their responsibilities because the Senate does not say anything about any governor here. Mr. Deputy Speaker, Sir, I also rise to support the Motion of Adjournment of the House until 16th June, 2015. While I do that, I want to also add my voice to what others who have spoken before me have said. As a Senate, we need to assert our position. Thank you, Mr. Speaker, Sir. Being a Member of the Committee on Finance, Commerce and Budget, we have gone through this Bill and it was not an easy thing to get where we got. There were a lot of negotiations. Whether we got the majority decision or not, I think we must thank the National Assembly as well for arriving at a certain conclusion. Mr. Temporary Chairman, Sir, this matter has been exhausted because it is very clear that all public funds have to be audited. Whether the demand is raised by the National Assembly or the Senate, the Auditor-General has to look at it. The current situation is that a lot of money has been spent; it was being spent by just a single officer. They went round to manipulate the committees to make sure that this matter does not come out. It is very important to have this Clause is amended the way it is.

Mr. Deputy Speaker, Sir, three minutes is too short. However, I would like to say the following. When the National Assembly and the Senate deal with matters of security, they need to be extremely careful. This is because we appear as if we know too much, more than those who do investigations. Unless we support those people, it will be a big problem. Mr. Temporary Speaker, Sir, I want to thank all the Senators for their contributions because I am a Member of the Committee that came up with this Report and that is why I would have not felt bad even if I was not going to speak. They have agreed with our proposals and we are most grateful. Thank you very much, Mr. Deputy Speaker, Sir. This matter is very clear, as it has been said by Sen. Murungi because we passed a resolution here sometimes ago and we all agreed as a House that we shall give Nyandarua and other counties some money to build their headquarters. We all agreed on that issue. But even now, the situation needs not change unless--- Not all county headquarters are up to date; but there are some counties which do not have county headquarters. Therefore, the issue of Nyandarua and Tharaka-Nithi is very disturbing and the public will not understand. ...
