  • 23 Jul 2015 in Senate: Only one minute? That is okay. When he last came to Africa, he went to Tanzania. There was a big problem here because Kenyans were asking themselves why he was not ready to step on Kenyan soil. The Senate needs to understand the reason why President Obama is coming to Kenya. This is because he is not coming here by accident. With those few remarks, I beg to support. view

  • 22 Jul 2015 in Senate: I shifted to two places and I had to ask a Clerk-at-the-Table to assist me. view

  • 22 Jul 2015 in Senate: Mr. Deputy Speaker, Sir, the intention of this Bill is very unique and important. I congratulate Sen. Halima for bringing this kind of a Bill. I think that she took a lot of time to think about it. She looked at education in totality and came out with a Bill that can guide or improve this country. Our intention is to improve our education and most importantly, devolve university education. The decision is going to be shared by the Commission on University Education (CUE) and the counties. We can have all the universities we want, but I do not think ... view
  • 22 Jul 2015 in Senate: Thank you, Mr. Temporary Speaker, Sir, for giving me the opportunity to contribute to this Bill. I would also like to thank the Senate Majority Leader for his effort to present this Bill to this House. This is because I think that this has taken too long since we came here. It was supposed to have come in our first year, so that Members would have then familiarized themselves with this situation which is new to them. All these things which are contained in this Bill are just like the previous laws except for a few areas where they have ... view
  • 9 Jul 2015 in Senate: Madam Temporary Speaker, Sir, I did not want to speak for only five minutes. It would have been a waste of time. The electronic version of the Senate Hansard Report is for information purposes only. A certified version of this Report can be obtained from the Hansard Editor, Senate. view
  • 7 Jul 2015 in Senate: Mr. Temporary Speaker, Sir, sometimes I find myself in a very difficult position to repeat what we talked about a month ago. We continue having a good time in just talking. We should be prepared, accept and convince ourselves that terrorism is here to stay. It is only Kenyans themselves, without blaming anyone, who can stop terrorism from spreading unabated. It cannot be done by armed forces alone. Mr. Temporary Speaker, Sir, this is not a conventional war and at no time will the terrorists face the defence forces of this country. Having known that, we must then be prepared ... view

  • 1 Jul 2015 in Senate: Mr. Deputy Speaker, Sir, it is a very serious matter that some students in this country are not going to school because of attacks by criminals. What is the effect of that? Al Shabaab are considering themselves winners because they have managed to stop the entire education system in the former North Eastern Province, where my good friends come from. This means they have succeeded that far. If we do not arrest the situation now, these people will make sure that in another county there is no schooling. We must understand that this is not a matter of the northern ... view
