Mr. Temporary Deputy Speaker, Sir, I would like the Minister to consider in future to come up with a difference between commercial and social loans, so that any fund which is provided by the public should not earn more than 1 per cent interest in terms of loans to homes. This is an area we need to handle as a nation to increase home ownership by our middle class people.

The Committee interrogated it and called witnesses to address the interrogation. The hon. Members need to be enriched by what the Committee found. So, am I in order to request that the Committee on Local Authorities be given a chance to let the House know what we found?

The demonstrators blocked the road for hours because farmers were complaining about the lack of fertilizers and seeds. Those inputs are not there and yet, you are telling us that there are plenty. Mr. Speaker, Sir, I beg to move:- THAT, the Motion be amended by deleting the full stop at the end and inserting the following the words “subject to deletion of all the issues and recommendations made in the corrigendum page 7 covering Narok County and in particular Kilgoris and Emurua Dikirr Constituencies.” The reason for doing so is that the Committee in its main Report has done a very good job. Mr. Temporary Deputy Chairman, Sir, I am referring to Clause 52. The way it is, it actually empowers the County Governments to establish other devolved entities that may be necessary. Where I come from, we have no villages. So, I do not know what constitutes a village. This should be unconstitutional because we are actually creating a law for the County Governments, yet doing so is their role. So, we should retain Clause 52 the way it is. I do not know whether it is possible for us to re-visit this amendment.
