On a point of order, Mr. Deputy Speaker, Sir. The Minister should really weigh his words very carefully because this is a matter of national concern. These were Kenyans who died while serving the nation. Nobody else can get in touch with the family other than through a lawyer, Ngatia, who is the family lawyer. All the information I have here is from him direct and I have an e-mail from him and I was with him yesterday. So, let us not also try and justify what we are not doing by pretending that we are doing it

Thank you, Mr. Speaker, Sir. I speak with a very heavy heart because of how we lost our brothers. My condolences go to the families of all the six people who passed on. Mr. Speaker, Sir, I have known Prof. Saitoti through my association with him to be a very honest human being. He was a very committed leader, but more so, a very courageous human being. On a point of order, Madam Temporary Deputy Speaker. I want my colleagues to differentiate between a constitutional matter and matters of national security. This is in the interest of the people of Kenya and not what people are thinking here. It is not a constitutional matter but an administrative matter and a governance matter where the President has power under the Constitution, to govern this country. It is, indeed, an executive authority of the President to exercise authority vested in the Constitution to protect the Kenyan people. Thank you, Mr. Speaker, Sir. I would like to ask the Assistant Minister a question and I would like him to be very honest. I had the Mayor of the City Council of Nairobi, the Permanent Secretary, Ministry of Nairobi Metropolitan Development and the Permanent Secretary, Ministry of Local Government in my Committee this morning. So, what the Assistant Minister is telling this House is not true. He had 200 vehicles in the 1960s and 1970s but they are only 26 today. I have a list of all the vehicles and their defects. Mr. Temporary Deputy Speaker, Sir, I also want to thank the Minister for a job well done, but I am concerned about the plight of Kenyans, particularly the issue of the middle class. There is no economy which will ever grow until we are able to manage and provide for our middle class.
