  • 29 Oct 2008 in National Assembly: Mr. Deputy Speaker, Sir, there was the case of a chief who appealed to the PSC but that appeal has never been heard. He was given one year to appeal. Could the Assistant Minister consider changing the law to ensure that there is a timeframe within which an appeal can be heard by the Public Service Commission? What happens to somebody who dies in the process while awaiting for an appeal? This particular chief I am talking about is dead. He died about two weeks ago. What will happen to the family? view
  • 29 Oct 2008 in National Assembly: Mr. Deputy Speaker, Sir, I said that the appeals take so long to be heard. The Assistant Minister should consider having a timeframe within which an appeal must be heard. The chief died before the appeal was heard. What will happen to his family because they are now destitute? view
  • 28 Oct 2008 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir, for giving me this 3050 PARLIAMENTARY DEBATES October 28, 2008 opportunity to contribute. I also stand to support the Ministry's Budget as proposed by the Minister. He has shown that he is able to turn around the agricultural sector in this country, at least, from what we have heard him saying. But it looks to some of us that the Ministry of Agriculture is about traditional agriculture. It has nothing about the future or arid and marginalised areas. Ukambani, today, is almost a net recipient of relief food. Even when the Assistant Minister ... view

  • 23 Oct 2008 in National Assembly: Mr. Deputy Speaker, Sir, as we talk about security in this nation, we all know as Kenyans that the prerequisite of a nation's development hinges upon security among other factors but security is paramount because as you know, Kenya is one of the countries that depend on tourism for foreign exchange earnings. People who come here should be secure particularly on our roads as they move around the country. Mr. Deputy Speaker, Sir, we are now gearing towards the Vision 2030. We, as a nation, need to have a 24-hour economy. To go into a 24-hour economy in the state ... view
  • 23 Oct 2008 in National Assembly: Mr. Deputy Speaker, Sir, as the Mover, I have 15 minutes to move! That is why I am taking this long! view
  • 23 Oct 2008 in National Assembly: Mr. Deputy Speaker, Sir, I will go fast! I want to tell the leaders of this nation that the security of this nation is more important than anything in this Parliament. Most leaders politic all over the country, when Kenyans have problems with security, poverty, constitution-making and Internally Displaced Persons (IDPs). This should be the pre-occupation of Members of Parliament and other leaders of this nation because it is what 3012 PARLIAMENTARY DEBATES October 23, 2008 concerns our people. Mr. Deputy Speaker, Sir, I want to go to incidents in my constituency which have happened and made me come to ... view
  • 21 Oct 2008 in National Assembly: Mr. Speaker, Sir, this is a clear case of conspiracy by the staff and management to corruptly misuse money that belongs to poor Kenyans who spent their lives working for this nation and have retired. Since this is something that has been going on for many years, could any investment of funds that belong to the public be approved by this House in future? view
