Mr. Deputy Speaker, Sir, it is not only Migori but also Trans Mara District does not receive the KBC TV and radio signals. In fact, the people of Trans Mara listen to Radio Tanzania. We do not bother with KBC. We are actually not in the map of Kenya. While improving future TV signals, could the Assistant Minister also consider improving radio signals because we do not listen to Kenyan radio stations any more?

On a point of order, Mr. Deputy Speaker, Sir. I do agree with what the October 16, 2008 PARLIAMENTARY DEBATES 2801 hon. Member has just said. But I want to add that this problem is wider than what we are seeing here. We have a national problem. Kenyans are not being recruited on merit. Indeed, during the last three recruitment exercises into the military, Administration Police and regular Police, especially in my constituency, unless you paid between Kshs20,000 to Kshs100,000, you would not get a job. The recruitment exercise takes a whole day, so that its completion ends at night ...

Ha! Ha! Finally! Thank you, Madam Temporary Deputy Speaker. I tried to 2686 PARLIAMENTARY DEBATES October 14, 2008 catch the eyes of the Speaker today and, fortunately, you are there. I thank you because your eyesight is super. Madam Temporary Deputy Speaker, I also wish to express what Mr. Mungatana has said because that is the problem of this country today. It is a problem that we must address as Parliament. It is a problem that we need to sort out as a nation, if we have to develop. We are creating poverty for our people. It is a deliberate ...

Mr. Speaker, Sir, could the Vice-President and Minister for Home Affairs consider constructing prison facilities in Trans Mara District because we have land set aside for prisons and people who are arrested for petty crimes are being taken to Kisii Prison which is over- congested? They usually return home when they are sick.

Mr. Speaker, Sir, this is a very important issue to this country. There is congestion of cargo at the Port of Kilindini and the railway is unable to move the cargo. This is depriving the economy of Uganda, Rwanda and Burundi of the goods and services that they are supposed to be provided by this Port. Now, we want to put another equal size of berths within the same area, yet we are not able to move the cargo which is already there. Some years back at the opposite side of Kilindini, Dongo Kundu Project was done and it is ...

Mr. Speaker, Sir, you know that when two bulls fight the grass suffers. 2136 PARLIAMENTARY DEBATES July 29, 2008 This is a situation where farmers are uprooting coffee, because of mismanagement and the Government is not protecting them. I am asking whether the Minister has a problem of the law; if that is so, this House can amend it and empower him to not only sack them but also ensure that they pay the money owed. Mr. Speaker, Sir, could we now request the Minister to bring legislation to this House so that we can amend the Act to empower ...

Thank you, Mr. Temporary Deputy Speaker, Sir, for giving me the opportunity to contribute to this Motion. As I speak about Nairobi Metropolitan, first, I want to state that Nairobi is our home away from home. So, the reality is that even as individuals, we should be part of this Ministry. We should all be concerned about what this Ministry will be doing, because it affects all our lives. Therefore, this Ministry is not like any other. It is a very special Ministry. Mr. Temporary Deputy Speaker, Sir, I would like to start by congratulating the President for, very wisely, ...
