Mr. Deputy Speaker, Sir, we will be going there next week. Within two weeks, I promise to have a full and concise report because we will be together. Concerning the level of preparedness which Sen. Kagwe has asked, Kenya Pipeline Company (KPC) has a unit for emergency response. Nationally, we have the Kenya Maritime Authority (KMA) which has a unit to prepare themselves in case of any eventualities or disaster of this magnitude.

Mr. Speaker, Sir, I take this opportunity to welcome the MCAs from Kilifi and Vihiga counties. I wish them a fruitful stay in Nairobi. They should know that we are partners in devolution. Mr. Temporary Speaker Sir, thank you for giving me this opportunity to contribute to this very worthy Motion which from the outset I would like to fully support. I would also like to congratulate those Members who took it upon themselves to call us yesterday from our county duties to come and deliberate on this very important matter. The Constitution grants extensive powers to the National Assembly. However, they must exercise these powers on behalf of the people of Kenya in a just and fair manner. Thank you, Mr. Temporary Speaker, Sir, for giving me this opportunity to contribute to this very important Bill. I would like to congratulate the Committee on Finance, Commerce and Budget for a splendid job done and all those who participated in the making of this Bill. There is one aspect which if you look at the total equitable and the conditional, it comes to Kshs291 billion. I wish we could have taken it up to Kshs300 billion.
