On a point of order. My intervention is very small. I have no problem with the list. I have a problem with the last sentence that said: “Hon. Ken Obura Mirenga has been discharged.” Hon. Hon. Speaker, I do not know the circumstances because I am not a member of the leadership. However, I know the anguish that I went through early this year when I was equally discharged from committees. I know what hon. Obura is going through. I have not seen him here, but I do know that, definitely, all rules of natural justice have actually bSeen flouted in this matter.

Today you may laugh and enjoy injuring your colleague but tomorrow, it will be your turn. We need systems that guarantee some level of democracy and some level of tolerance. Constructive criticism within our political systems should not be taken as defiance. I do not know what hon. Ken Obura did because I was not there. Thank you, hon. Speaker. I stand to support as a person who comes from an area that has had a lot of environmental degradation; there has been destruction of forests. I believe that this Bill will go a long way in safeguarding the livelihood of the people of Mwingi North, whom I represent. When it comes to the issue of licensing and NEMA encompassing everything, I get surprised when I look at the amount of pollution that is being meted on the people of Machakos through Athi River. licensed to do their operations in Nairobi, but all the effluent is going to Athi River. It goes down and destroys the lives of the people of Machakos County, all the way to Malindi County. I believe that this will go a long way in streamlining some of these situations. This House has repeatedly found out that coming up with counties has not necessarily decentralized matters to the people. County headquarters have become metropolis of the periphery in themselves. Thank you, hon. Speaker. From the outset, I would like to say that I have lost a great friend. I met Otieno Kajwang’ in October 1978 when he contested the position of Secretary-General of SONU in the University of Nairobi. I contested the vice- presidency of SONU and both of us were elected. Thank you, hon. Temporary Deputy Speaker, for giving me this opportunity to speak to this Motion on a Kenyan citizen by the name of Dr. Nzomo. I know that she will streamline our education sector, which is in serious trouble. We have threats of teachers going on strike, problems of salaries and teachers’ discipline. We also have a shortage of teachers. I support Dr. Nzomo’s candidature. I unequivocally support her taking over this position. With those few remarks, I support.
