  • 24 Oct 2013 in National Assembly: Thank you, hon. Speaker, Sir. I do not want to apologise on behalf of my team but I think we have failed as a country in the fact that Kenya is a great country. We are regarded by all our neighbours and the continent as a leader and for us to be talking about our membership today when the other countries have already forwarded their Members, it is a bit embarrassing. I would beseech my brothers and sisters – the Members of Parliament – to expedite and make this decision. Hon. Speaker, Sir, it is only about two months ago ... view
  • 16 Oct 2013 in National Assembly: Thank you, hon. Speaker. I would like to support the Motion, especially on the perspective of security. view
  • 16 Oct 2013 in National Assembly: The Jubilee Government has repeatedly said that it is a digital government and one would want to pray and hope that Jubilee will be true to its pronouncement. The world has changed, and the very many documents that we continue to hold, from driving licence to national identification card, National Hospital Insurance Fund (NHIF) cards and so forth, make it very difficult for one to be identified quickly. view
  • 16 Oct 2013 in National Assembly: Given the problem of banditry that we went through two or three weeks ago, one only hopes that we could move with speed to digitize our identification processes and make it possible for Kenyans to carry a single identification instrument. I know of countries in Africa with such systems. For example, in Zimbabwe, nobody gets registered as a voter because their national identity card suffices to be a voting instrument for everybody. Anybody who has an identity card is entitled to vote anywhere. So, I strongly support hon. Nyamai’s Motion, which suggests that we should come up with one instrument ... view
  • 16 Oct 2013 in National Assembly: taxes, where they registered, which hospital they were born in and so forth should be available. That will make it possible for us to identify persons and enhance security in our country. I wish to support the Motion. view
  • 10 Oct 2013 in National Assembly: Hon. Temporary Deputy Speaker, first, let me congratulate my brother, hon. Lentoimaga, who is a guru on security matters. Having served in my district which is prone to insecurity, he is quite aware of what happens. I am going to digress and talk a little about what Kenya has in terms of resources. Kenya is a signatory to the Conflict Early Warning and Resolution Mechanisms of the IGAD and houses the focal point for eradication of small arms in the horn of Africa. We are almost embarassed to be associated with these two important institutions because we are doing nothing ... view
  • 10 Oct 2013 in National Assembly: Kitui County and because the Commissioner said it, the OCPD and the other one did not agree. view
  • 9 Oct 2013 in National Assembly: Hon. Deputy Speaker, I am not the Chairperson of the Departmental Committee on Justice and Legal Affairs, but I am aware of the heavy schedule that the Committee has had. The Chairman and his Vice-Chairperson are not present at the moment. However, I want to promise hon. Nyamai that I will bring this matter to the attention of my Chairman, so that we expedite preparing our part of the response. view
  • 25 Sep 2013 in National Assembly: Thank you, hon. Deputy Speaker. I stand to support this Motion very strongly. I stood here last Thursday and spoke at length about small arms and the problems that they are causing in this country. There were few voices that asked me to identify where those small arms are coming from. I insisted that there was a market that is saturating our country with small arms. A few people dissented. Two days later, we were faced with a situation, not of small arms, but medium scale arms like M-16s, in the fiasco we had over the weekend. Hon. Deputy Speaker, ... view
  • 25 Sep 2013 in National Assembly: every year and loses livestock every year, should not enjoy that national facility that other ASAL areas are supposed to have? I would urge that the Chairman of the Security Committee who is a friend of mine; even before we finish discussing the Motion; to help me get a few police reservists. They can walk across as they await their uniforms and they use their own as they wait the deliberations that we have today. Hon. Deputy Speaker, I do not want to emphasize the issue of arms. When we had police reservists in Mwingi North, they had G4s and ... view
