Mr. Speaker, Sir, I would like to pass my condolences to those who have lost their loved ones. When these incidents usually happen, we normally have prior information, especially in the so-called marginalized and arid areas. These people come on foot and it takes them weeks to even prepare and even herdsmen see them and report to the village elders. Thank you, Mr. Deputy Speaker, Sir. I rise to second this Motion because I know where my colleague, Sen. Mositet, is coming from. Mr. Deputy Speaker, Sir, we know very well that after the passing of the new Constitution, roads have been clearly demarcated between the national Government and county governments. But, unfortunately, to date the roads maintenance structure in this country has not changed and realigned to reflect the new Constitution, as indicated in the Fourth Schedule of the Constitution, which clearly indicates that there are national trunk roads, under the national Government and county roads under the county ...

Thank you, Mr. Temporary Speaker, Sir. I would like to thank my sister Sen. Mohamud for bringing up this Motion because this is actually a solution to a problem we have all known and have been trying to address. We are saying these issues because the Government has a responsibility. The literacy levels in this country are so varied. That is why the Government should put in place an affirmative action and build these schools because inequalities in education opportunities result in inequalities in social mobility. But what we are discussing is what is required before anything can take off. Without security, we will have no country, counties and there will be no development. We know very well that if it is stable, our northern parts like Turkana County will be peaceful.
