I would like to send my condolences to the people of Mombasa who were affected by this incident that we are discussing and also to those affected by past incidents. For some time now, we have been having incidents in Mombasa which are creating a picture that Mombasa is unsafe, that there is a problem between Christians and Muslims in Mombasa or that there is Muslim youth radicalization. Mr. Temporary Speaker, Sir, I stand to support this Motion because as it has been said for the last one year the Parliamentary Service Commission has been not fully constituted because the two members from the public were not in place. This means that all the Members were parliamentarians from either House, a situation which might lead to them seeing things from the point of view of their respective House. Mr. Speaker, Sir, I would like to seek clarification along the same line, that three quarters of this country is arid and semi-arid. It has come out very clearly that vaccination is still a very difficult thing to do while we have one of the largest vaccine laboratories here. Could the Chairman assure us that the Government is going to make use of that laboratory and provide enough vaccines so that we will not be having this erratic occurrence of diseases? Mr. Speaker, Sir, I think that from what has occurred in Garissa, we realize that there are many other isolated stations like Mandera, Wajir, Marsabit and Lodwar. They are not connected to the national grid; they all run on diesel powered engines and generators. What is the Government doing in order to come up with sustainable sources of power, like the renewable green energy which will not have the same problems like the diesel engines? Mr. Temporary Speaker, Sir, we know that there are organizations which have tried to carry out civic education, including Uraia, but the Motion is talking about comprehensive, well structured and systematic civic education. Thank you, Mr. Speaker, Sir. I would have liked to contribute to this Motion as amended. But, I just want to make one comment. I am happy to be in a country where the Constitution, national anthem and everything else starts with prayers, because that is the only way that we can recognize God so that He can assist us in whatever we are doing. But because of time, it is better if we conclude this matter and ask the Mover to reply, so that we can vote on it.
