We are talking about the security of persons living with disabilities and the most vulnerable are persons living with albinism. The Chairperson has not told us what the Government is doing to guarantee the security of persons with albinism. Article 54 of the Constitution indicates that persons with disabilities have rights, but does it reflect in our day to day living? • 12 Nov 2015 in Senate: Madam Temporary Speaker, investigations on issues pertaining to persons with disabilities take long. Many cases have been reported and we are always told that investigations are going on. At the end of the day, we are not given the resolutions of the investigation. No case has been taken to court to prosecute the perpetrators of the violation of rights of persons with albinism. We need to conduct a research to find out why persons with albinism are being targeted and if what is alleged to be the reason is a reality. • 12 Nov 2015 in Senate: Madam Temporary Speaker, it is true that I did not ask for the total number of persons living with disability, but I asked what the Government is doing to ensure security for persons living with albinism. We cannot protect them if we do not know how many they are. I normally see statistics quoting the ratio of police officers to the people they are giving security. As women, we share the same institutions in education matters but the differences emerge when looking for leadership positions. It is high time that we, as a country, worked together as a team to bring all categories of Kenyan people including the vulnerable women and youth to build a strong nation that is economically empowered. It is assumed that all parts of the country will receive El Nino rains. In areas where it will not happen, and money has been used, what action will the Government take against those officers who will have misled our people? Secondly, how prepared is the Government to handle people with disabilities? How will the Government evacuate them if El Nino affects them?
