  • 18 Feb 2015 in National Assembly: Thank you, hon. Temporary Deputy Speaker for this opportunity. I am the Member for Baringo County where this problem that my sister has sought an adjournment for is rampant. We have had this problem for a very long time and we do not see a solution in sight. In fact, the latest attack was yesterday where bandits descended on an area called Dam in Arabal area and others were busy in a place called Lamaiwe in Mochongoi. Right now, our people are feeling hopeless and impunity is running amok in the county. They do not see the security forces reacting ... view
  • 18 Feb 2015 in National Assembly: Since the beginning of the year, we have buried very many people. Every so often, we are called to raise money to burry people killed in bandit attacks. Our people are very insecure and cannot concentrate in their daily economic activities. They are running away and the children are not in school. People in the lowlands are pastoralists while the ones in the highlands are farmers and when they mix, there is a lot of disharmony in the area. This displacement is a problem for them because they lack food, clothing and shelter. This issue must be dealt with once ... view
  • 11 Dec 2014 in National Assembly: Thank you, hon. Deputy Speaker, for giving me this opportunity. I also join my colleagues in wishing Kenyans and, particularly, the people of Baringo County who voted me to this hon. House a Merry Christmas and a Happy New Year 2015. It is amazing that we are done with one year but I am proud that we were able to pass several Bills. I am particularly willing and ready to come back if we are recalled to deal with the Security (Amendments) Bill. I come from one of the counties that have a lot of security challenges. I want to ... view

  • 19 Nov 2014 in National Assembly: Thank you, hon. Speaker for this opportunity. I would also want to join my colleagues in passing a message of condolence to the family, friends and the people of Homa Bay and Kenya. I do this on behalf of my family, myself and the people Baringo County, whose interest I represent in this House. I came to know the late Senator Kajwang’ in the late 1980s and early 1990s as we practised together as lawyers in the High Court of Kenya. Even then, you could see that he was a person of the people. Whenever we went to court and ... view
  • 12 Nov 2014 in National Assembly: Thank you very much, hon. Temporary Deputy Speaker. I also rise to support this Bill. I want to speak on two clauses. One is Clause 5(2)(a) and (h) where we are given the values that a public servant must have. They are very good values if only they would be implemented. However, my question is: Where are we going to find that when in our school curriculum we do not inculcate those values in our young people? We have so many laws enumerating a lot of things we need to do. However, they are never implemented. So, as much as ... view

  • 11 Nov 2014 in National Assembly: Thank you, hon. Temporary Deputy Speaker. I am a Member of the Committee on Administration and National Security of this House. I must say that even as Committee Members, who are your colleagues here, we are very concerned. Individually, I am also concerned about the state of insecurity in our country. The issue of security is every citizen’s involvement. However, the Ministry that is charged with the responsibility of providing security in this country is performing at a level that we are also very concerned. As a Committee, we have brought our reports to this House often, which bring to ... view
  • 11 Nov 2014 in National Assembly: Hon. Temporary Deputy Speaker, we need to sit as a country and come up with a clear strategy on how we can consider issues of disarmament. It is no longer a partly disarmament issue, but rather a comprehensive one. We should ask ourselves what we will do with these citizens and how we can engage them so that they stop the trigger- happy use of guns to get resources. The message should be clear that the only people who are allowed to carry guns are licensed officers. The rest of the civilians should not The electronic version of the Official ... view
