Pia kuna "janga" linalowakumba wazazi wa watoto wanahudhuria shule za malezi. Mara nyingi wazazi huwa wanahangaika wanapotafuta namna ya kuwalipia karo watoto wao. Wakati mwingine, akina mama wanaofanya biashara ndogo ndogo, kama vile kuuza ndizi, wanahitajika kulipa Kshs300 kwa mwezi kwa kila mtoto. Katika muhula mmoja, mzazi hulipa Kshs900, jambo ambalo huwa linamtatiza. Licha ya hayo, waalimu hunyanyaswa kupita kiasi. Mshahara wanaolipwa na wazazi mwalimu wa shule hizo haupiti Kshs5,000 kwa mwezi. Wengi wa waalimu hao hulipwa mshahara wa Kshs3000 kwa mwezi. Asante, Bw. Naibu Spika, kwa kunipa nafasi ili niongeze sauti yangu juu ya Hoja hii ya kwenda likizoni. Kusema ukweli na uwazi bado kuna kazi nyingi sana ya kufanywa. Kwa mfano, Wizara ya Ardhi ina kazi nyingi ya kufanya. Kwa hivyo, kusema Waziri aende kupumzika kwa muda wa wiki mbili ni hasara kwetu sisi na Kenya nzima kwa jumla. Lile ambalo Waziri angetangulia kulifanya ni kuyaleta marekebisho katika Wizara hii. Kwa mfano, angeweza kushughulikia swala la uchoraji ili nyumba zetu ziwe safi na zipangwe kwa utaratibu. Mr. Chairman, Sir, the Bill is very much right. We ought to be sensitive. The smoker himself suffers one part, whereas the non-smoker sitting next to him suffers eight times. The Bill is, therefore, proper and I rise to oppose the amendment. If you want to smoke, go to a designated area, smoke there with your fellow smokers and suffer alone! I oppose.

Asante sana, Bw. Naibu Spika wa Muda. Ningependa kuunga mkono Hoja hii ya ushuru wa elimu, ambayo itawasaidia vijana wanaotoka katika jamii maskini kuweza kuendelea na masomo yao. Bw. Naibu Spika wa Muda, tuko katika harakati ya kujenga nyumba ambayo haina msingi thabiti. Ningeonelea vyema ikiwa baadhi ya fedha hizo zitatumika kwa elimu ya malezi. Elimu ya malezi ndio msingi wa elimu hapa nchini, lakini kufikia hivi sasa, utakuta kwamba akina mama ndio wanaopata shida kwa sababu wanalipa karo kwa watoto wa nursery . Ikizidi sana, utakuta mwanafunzi analipiwa Kshs300 kwa mwezi; jambo ambalo akina mama hawawezi kamwe! Ingekuwa bora ...

ni Kshs9,000 peke yake. Sasa, ukiondoa Kshs9,000 kutoka Kshs53,000, unabaki na Kshs44,000. Pesa hizo zitatoka wapi? Bado zitatoka kwa mzazi. Ingekuwa bora fees yote isimamiwe na Serikali. Hiyo itawezekana iwapo ushuru huo utawekwa ndani. Hivyo basi, tutakuwa tunaweza kufidia elimu yote iweze kuwa bure. Bw. Naibu Spika wa Muda, namalizia kwa kuunga mkono. Nafikiria umefika wakati wa watu kuzika wa kwao. Ikiwa hali itaendelea hivi ilivyo sasa, haina maana sisi kubaki hapa. Ingekuwa bora iwapo Mhe. Mr. Deputy Speaker, Sir, the problem of police stations lacking fuel is spread all over the country. Whether there is an acute shortage or just a shortage of fuel, when there is an emergency, policemen always ask for fuel from the people who are to be served. For example, if one hangs himself or is killed and you report, you are told: "We cannot move because we do not have fuel. So, could you, please, fuel the vehicle so that we go and assist you?"
