I would like to appreciate the effort of our current President. In the first five years of his leadership, most of our rural areas managed to be connected to electricity.   • 11 Apr 2018 in National Assembly: I would like to appreciate that this Bill requires the Cabinet Secretary for Ministry of Energy to develop an integrated national energy plan. I am sure this is not new. We have various legislations and national polices which requires Cabinet Secretaries to develop national plans. The challenge we have most of the times after these Bills become Acts of Parliament, after they have been assented to by His Excellency, implementation becomes a problem. Definitely, as a country, we need to be food-secure. We have the potential to be a food-secure country. Unfortunately, if we continue relying on rain-fed agriculture, we are not going to be food-secure.   • 10 Apr 2018 in National Assembly: Most of the times, irrigation schemes are created in ASAL areas and this is a source of conflict. In this proposed legislation, there is provision which talks about inter-catchment planning. When a river is emanating from a county and it is intended to be used in another county, it acts as source of conflict. There is provision for handling that kind of tension between different counties. It is something which makes this Bill very good in addressing the challenges that we have in implementing irrigation in our country.   • 27 Mar 2018 in National Assembly: Thank you, Hon. Deputy Speaker. I support the proposed amendment. As earlier speakers have said, the problems confronting KNH are many. I do not see the Report in its original form addressing the real causes. If you look at the key observation on the management and what is recommended, changing the board will not guarantee the required changes. The bottom line is that without adequate funding and staffing, you can put in place a new board, but nothing will change. For that reason, the amendments are quite in order and I stop. view

Those of us from agricultural backgrounds see research as key in attaining national food and nutritional security. As a country, we have not invested substantially in the agriculture sector, despite the fact that we are part of the African Union (AU). In line with Maputo Declaration, we are supposed to commit 10 per cent of our national Budget to agriculture. We have not done that.
