Fisheries. The creation of this particular department is a good starting point to enhance our investment in agricultural research as a country. Being an agricultural country and being very much dependent on agriculture in terms of our national income, it is important to appreciate that climate change is affecting our ability to feed our population. As we speak, large part of our Arid and Semi-Arid Lands (ASAL) is food insecure today. It depends on relief food which is not provided in substantial quantities.

If proper agricultural research is done in the part of our country which is arable, we will get appropriate plants, seeds and varieties and animal breeds. We will not only feed ourselves but also we can turn our country into a net exporter of food rather than importing food as a country. It seeks to replace the Physical Planning Act of 1996. the Constitution of Kenya, 2010, need to be captured in the new law. One specific thing is the role of the county government in the planning process. In the old Act, we had the local governments, which constitutionally had no much powers compared to the current county governments. From the very start, I would like to say that trees are like lungs to our environment. We all appreciate what deforestation and destruction of trees in our water catchment has done to our nation. In our country, in the last few years, a lot of buildings have collapsed in many of our towns and cities. Like one Member has said, one of the things which I feel should be clearly spelt out is membership, although reference is being made to who should be a member under Clause 21. We know that professionals are trained at different levels. We have the certificate level, diploma level, degree level and beyond.
