Mr. Deputy Speaker, Sir, I rise to support this Report and also make several observations. First and foremost, I appreciate the Committee’s findings, particularly in terms of the concessions made by the IEBC, in ensuring that there will be a dignified exit for the members of that commission. However, as is the practice of law, that will not stop any other processes where anybody has criminal culpability of being held responsible for any crime that might have been committed by people individually. Mr. Deputy Speaker Sir, it was wise and pragmatic for the leadership to realize that they had called us far too many times. I thought this recess was supplied so as to give us an opportunity to go into our fields. They must try to see if they can communicate so that we also limit the committee meetings so that people can go to the ground and be felt. Unless the leadership has very compelling reason to call us between today and the 20th September, 2016, I believe that the decision they made is wise. Let us now serve the ...

On a point of order, Mr. Speaker, Sir. I am a bit concerned by the point of order raised by Sen. Kembi-Gitura. Knowing him, he cannot just raise anything in abstract. Are there specific instances where people have entered Committee rooms or the Chamber while armed? Who are these people? Looking at stopping it in the future, can we first take action against them?
