By my conscience. Therefore, we must factor in that there must be a broad planning committee with a set outcome. Nothing has changed since the last Devolution Conference. We should maintain our stand. The conference must be a devolution conference by the Senate to assess progress with respect to Article 174 enmasse . That should be organised by county assemblies and Senators who do oversight.

Mr. Speaker, Sir, I support Sen. Mutula Kilonzo Jnr.’s assertions. Three weeks ago I had a meeting with the Members of the National Assembly to partly interrogate the Bill that I had presented before the Senate. They were really amused that we are not working on the basis that, that was the only Bill they had of 2015. Therefore, it would be necessary for you to accompany that Bill, so that people can know that there are also Bills that emanate from the Senate and are assented to by the President upon the completion of the processes internally in Parliament.

Mr. Speaker, Sir, governors countrywide have made their counties enclaves of despair. They have literally monopolized power unabated. They have created so much frustration that the whole promise of devolution has almost been squandered. That is the frustration that the county assembly is trying to speak to. We have had five impeachments here and this cannot be taken lightly. There is something structurally wrong with county governments. We call our governors to account and we are not malicious. Mr. Deputy Speaker, Sir, I congratulate the Mediation Committee. I have a cautionary note which I heard Sen. (Prof.) Anyang’- Nyong’o and Sen.Murungi allude to. With respect to extractive industry, globally there is now a movement towards greater transparency and accountability in this area. What has bedeviled those countries that should have otherwise been oil-rich or resource-rich is the lack of accountability and rampant corruption and cartels that are manifest in these areas. First and foremost, I appreciate the Committee’s findings, particularly in terms of the concessions made by the IEBC, in ensuring that there will be a dignified exit for the members of that commission.
