However, we have always had a practice in the Senate where the Committee first satisfies itself about the Statement before coming to read what has come direct from the Ministry so that in future we avoid the Chairs being taken to task with such enormity. view

I appreciate what has changed since the last Devolution Conference to warrant our participation this time round but I believe nothing has changed. I join my colleagues; Sen. (Prof.) Anyang'- Nyong'o, Sen. Murkomen and the Senate Minority Leader, Sen. Wetangula, in saying that there is drastic change especially based on the experience of Sen. Njoroge who was humiliated.
