  • 30 Dec 2014 in Senate: Mr. Speaker, Sir, thank you for this opportunity. We are all here with regard to this matter which is of national interest. I will guide you to make this decision and urge you to invoke the traditions used, not only in the Kenyan Parliament, but also in the larger Commonwealth countries. I think that way you will have a constitutional back up. Article 117 of the Constitution says that there shall be freedom of speech and debate in Parliament. That freedom of speech is on everything and anything. This law does not gag any Member of this Senate or Parliament ... view
  • 30 Dec 2014 in Senate: In terms of process, it says: “The Constitution exercises oversight of the service through relevant committees.” Then the Act itself is why I am going to be this specific. Section 58 says:- Security Laws (Amendment) Act is amended by deleting the word ‘Parliament” and substituting the word ‘National Assembly.’ At least, if you want to take anything from my house, you need to follow a process of consultation with this House. This can be compared to a guy or woman who has come to pouch your spouse simply because he or she appears to be a friend. It is wrong ... view

  • 30 Dec 2014 in Senate: On a point of order Mr. Speaker, Sir. Sen. Sang has continually referred to some kind of a relationship between the Senate and the Judiciary in a manner as if to assume that we are conspirators or something. The way the public might perceive that kind of co-operated relationship that we are building is that the Senate and the Judiciary is up to something. Therefore, even as we make reference to these processes, let us tamper them with the kind of objectivity because there is nothing between us and the courts that we are trying to do to interfere with ... view

  • 2 Dec 2014 in Senate: Mr. Temporary Speaker, Sir, I want to join my colleagues in sending condolences to all the victims of these attacks. The Quran asks us; are they equal those who know and those who know not? The truth of the matter in this situation is that the Jubilee Government is clueless on how to combat this sophisticated crime. The arrogance and the nature of the Jubilee Government is not to accept that it does not know and seek the coordination, collaboration and partnership of those who know. The truth is that crime is sophisticated. These are not challenges that other countries ... view

  • 27 Nov 2014 in Senate: On a point of order, Mr. Temporary Speaker, Sir. Sen. (Prof.) Kindiki made it very clear that the purpose of Second Reading is to allow Senators to ventilate. Ventilation is a very broad term. My ventilation is also an opportunity for him to demystify some of those things. So is he in order to now skew my ventilation to mean it is an endemic issue by bringing in the national Government? view
