Thank you, hon. Speaker, for giving me this opportunity. I fully support this Motion. Drawing from my experience in the last Parliament, where I had a privilege of being a Minister in three different Ministries, namely, the Ministry of Youth and Sports and East Africa, the time for Ministers to answer Questions was very serious. The Ministers were able to give adequate answers. Yes, hon. Speaker. I will conclude very quickly. The present Cabinet Secretaries are not able to come here. They are not politicians and it is good for them to be here, so that they can interact with the Members. Meanwhile, before this is enacted and brought into operation, I suggest that we need to have a political tutorial for Cabinet Secretaries, so that they know how to respond to issues. We do not want to have situations like we have at the moment, when we see Cabinet Secretaries in the media talking so arrogantly. A political tutorial would help to ...

I remember Kadenge, the farmers and mothers. When hon. Mbadi talked about his father I thought it was unfair but let us remember the people who have made us who we are.
