Could the Chairperson give a Statement on why small scale companies which use power for irrigation, coffee milling and so on, are being charged to the tune of Kshs1 million while the Government says the cost of electricity connectivity has been reduced to Kshws15,000?   • 9 Jun 2016 in Senate: Mr. Speaker, Sir, I had ridden on the request and sought to know why some schools in Trans Nzoia County were supplied with solar power instead of the grid power when, in fact, the said schools were not more than three kilometers away from power lines. Grid power tends to benefit the community as compared to solar power which serves only the institution. Did they buy more solar power units than was necessary? I believe that there are certain parts of the country which require solar power more than Trans Nzoia. This particularly happened in Sinyerere Ward. view

At the county level, there are all arms of Government which can handle these situations but the last resort is the Senate. It looks like the multiplicity of institutions dealing with theft or corruption has not helped this country. Today as the Budget is being presented, counties are not represented in that House. I think that is a very serious oversight that should be considered seriously so that the two Houses can sit together. While we may not discuss the details of appropriations of funds allocated to the national Government, the Budget today is not just about allocation. I have seen the schedule and I have no problem with it other than, it would have been better if the previous years’ figures were also indicated for the purpose of comparison. We cannot assess whether we are going up or down and yet these are colossal amounts of money. view
  • 31 May 2016 in Senate: On a point of order, Mr. Deputy Speaker, Sir. I have an issue with the Anti-Doping Bill (National Assembly Bill No. 6 of 2016). I recall that last time; we hurried and beat the deadline at the expense of proper scrutiny. I believe that if the Senate had scrutinized the Bill, we would not have had the problems that we did. Is it in order for us to take one hour on the Bill and assume that stakeholders have been consulted and that public participation has taken place? A day or two would have sufficed. view
