From the outset, I am very uncomfortable with the criteria because despite the fact that the CRA has been there for two years, it does not seem to have changed the criteria substantially, especially to conform with the requirements of the Constitution.   • 26 Feb 2015 in Senate: Mr. Deputy Speaker, Sir, I was saying that I cannot justify, perhaps, why one county should get three times more than any other county. Even if we are talking about equalization and addressing poverty issues, I cannot understand why Trans Nzoia, for instance, can get half of what another county is getting. We are also aware that the population census that was carried out had a lot of questions. Therefore, relying merely on population would be unfair. We should reduce the weight that we give to population and increase the weight that we give to equal share to every county ... view

  • 24 Feb 2015 in Senate: Mr. Deputy Speaker, Sir, I want to thank my neighbour, Sen. (Prof.) Lonyangapuo, for this Bill. Indeed, it is the KPRs who have kept the peace that we are enjoying on the border between Trans Nzoia and West Pokot. I would only want to add that when it comes to recruitment, priority should be given to those who are already performing the duty for free so that it is not just a free for all; the existing ones should be given priority. The potato is a very important food crop. As I speak, it is the number two staple food for Kenyans. Unlike the other crops which are of less importance, the potato industry, for a long time, has not had a regulatory framework. I rise to seek a Statement from the Chairperson of the Committee on Agriculture, Livestock and Fisheries regarding supply of Di-ammonium Phosphate (DAP) fertilizer by the Government. The Statement should:- (1) Specify how much DAP fertilizer the Government has supplied this year for sale to farmers at subsidized prices. (2) State the amount of fertilizer that has been allocated to each county and indicate how much has been supplied to each National Cereals and Produce Board (NCPB) depot.   • 17 Feb 2015 in Senate: Mr. Temporary Chairperson, Sir, I beg to move:- THAT, Clause 2 of the Bill be amended in sub clause (b) in the definition of the word “Board” by deleting the words “Fertilizer Board of Kenya” and substituting therefor the words “Fertilizer and Animal Foodstuffs Board of Kenya”. Mr. Temporary Chairperson, Sir, this amendment proposes to rename the proposed Fertilizer Board of Kenya to be the “Fertilizer and Animal Foodstuffs Board of Kenya”. This is because the Board is intended to regulate both fertilizers and animal foodstuffs. view
