Counties have been recruiting and we are not sure whether the staff they have recruited on permanent and pensionable basis are permanent and pensionable. It is inhuman to recruit staff and not provide them with any pension. view

We need to know whether the staff recruited so far since 2013 have been entered into any pension scheme. Staff cannot just be recruited without their terms of service being streamlined. view

If indeed the counties were asked to provide information and they have not responded up to now, that shows the impunity that is developing in our counties and that must be checked. This is a serious matter. Even if he gets the answer from the institution that has been mentioned, I do not think they will answer adequately. We recognise that we have a bicameral Parliament and we have always acceded to and processed any Bills or business that comes from the National Assembly with the seriousness and urgency that it deserves. However, there has not been any reciprocity; not that we are asking for it as a favour but the Constitution says that institutions of Government must consult and cooperate. Haji is right and that is specifically why that clause is being deleted because the Bill proposes that NCPB does research and establishes research institutions. That clause is being deleted because that is not its function. view
