  • 22 Feb 2017 in National Assembly: Thank you, Hon. Speaker. I rise to support the Statute Law (Miscellaneous Amendments) (No.2) Bill of 2016. It is straightforward and simple. It proposes amendments mostly based on definitions of consequential nature. Of concern to me is the recognition of camel and goat milk in the amendments to the Dairy Act. What does this amendment mean for camel herders? The camel has been abandoned as a very important economic livestock. Since Independence, all governments have been a bit insensitive to camel herders. In Kenya it has been cyclical and predictable but it is killing our people. The problem is lack of planning, and lack of preparedness in both tiers of Government. We always point fingers to lack of rainfall. Even it rains on an average basis, we end up having an artificial drought created by other reasons.   • 28 Jun 2016 in National Assembly: Thank you, Hon. Speaker. The projected economic growth can only be realised if our budgets are fully implemented. For the last three or four years, our budgets have not been fully implemented, as a result of inability of the Kenya Revenue Authority (KRA) to meet its revenue targets. If we want to implement the Budget fully, the capacity of KRA, which is a serious issue, must be handled. In the last financial years, the Government was unable to pay its suppliers and contractors.   • 28 Jun 2016 in National Assembly: Further, there has been a serious increase in tax, which has not been in tandem with public service delivery. It is important that KRA widens its tax bracket so that more money can be brought into the loop to make sure that service delivery is enhanced. The Ministry of Education, Science and Technology was given sufficient funds in the Budget. I have observed that roads under the annuity programme were not distributed well in the last financial year. The allocation of funds was skewed. Let me contribute on the security budget. I request the Ministry of Interior and Coordination of National Government to focus on the establishment and creation of security roads and more police stations, so that we can reach out to areas that are insecure in this country.
