  • 8 Jun 2016 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I rise to support the Bill that ranking is good. But my only request, due to limited time, is to have the academic environment levelled so that we have candidates at par. That means we have to sort out the issues that bring disparity such as staffing-related issues, appropriate learning environment and classification of schools. If they are to compete and we are to administer exams so that you end up with ranking, then we should make sure that all players are at the same level. Ranking is good but, at the end of ... view
  • 21 Apr 2016 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. The intention of this Bill is clear and straightforward. It attempts to respond to the constitutional requirement that we must legislate on the gender rule. The life of this Parliament has been threatened since the promulgation of the Constitution in 2010. It was envisaged that we would come up with legislation on the gender rule within five years since 2010. In August last year, we were forced to extend that requirement by one more year. It is out of that business that we must enact legislation on the gender rule. I support the Bill. ... view
  • 21 Apr 2016 in National Assembly: disadvantaged one. In many years to come, the male gender may be equally disadvantaged. It is legislation for all genders. In as much as it is hard to balance democratic principles and practices with the gender issues as a reality in African countries, women should be empowered to have representation in this House. I support affirmative action. However, my concern is what the long-term solution to gender disparity in this country is. Our focus should be towards enhancing the capacity of the disadvantaged gender. That means that we must really invest in aspects of civic education, creating awareness and removing ... view
  • 20 Apr 2016 in National Assembly: Thank you, Hon. Deputy Speaker. Our wellbeing and entire lives evolve around the environment. The environment is the single-most important resource that determines the food we eat, our culture, knowledge, lifestyles and the entire behaviour of human beings. Our genetic composition is to some degree contributed to by the environment. The initiative to access clean environment mostly depends on public participation and the attention of every Kenyan citizen to do his or her part. For the public to do their part, they need to be aware, informed and knowledgeable on environmental matters so that we can have behavioural change. To ... view
  • 20 Apr 2016 in National Assembly: to environmental matters so that, at the end of the day, whether servants or the normal citizens, we will have stewards of our environment, advocates, agents and people who can understand that the same environment affects their livelihoods and well-being. view
  • 20 Apr 2016 in National Assembly: The intention to create environmental awareness and education is to ensure that we have a synchronized behaviour or attitude change to inculcate the practice of cleaning the environment. On the other hand, the work of the environment is not only cut out for the national Government, it is for both the national Government and devolved units. Ensuring a clean and healthy environment is a real capacity issue that requires a colossal amount of resources. I believe for that to be done, devolved units must enhance their capacity in waste collection and management so that they can also ensure that they ... view
  • 13 Apr 2016 in National Assembly: Hon. Temporary Deputy Speaker, I wish to register my disappointment and protest in the manner in which people are allowed to contribute to Motions in this House. view
  • 13 Apr 2016 in National Assembly: With all due respect, you were to give me the microphone. view
  • 13 Apr 2016 in National Assembly: I will contribute, Hon. Temporary Deputy Speaker, but it is unfortunate that the media will use our debate and contributions to judge us and if we are not fairly given chances, then it will be another thing. In contributing to the Motion, I wish to say that our survival and existence entirely depends on the environment. We cannot attain sustainable development if we will not manage our environment. The importance of a clean environment cannot be enumerated exhaustively in this House. Just to mention a few, we need a clean environment if we are to manage our resources, which are ... view
