Thank you, Mr. Deputy Speaker, Sir, for giving me this opportunity. On the onset, I would like to thank Members of the Tenth Parliament for a job-well done. If you look at the performance of the Tenth Parliament, you will find that we have transacted much more business than any other Parliament within such a short time. That is quite commendable.

Thank you, Mr. Deputy Speaker, Sir. I happen to come from the same province with the Member for North Horr Constituency. This is one region which has been neglected in the past. What affirmative action is the Minister taking to make sure that he taps the potential in arid and semi-arid areas which have been neglected for a long time? What deliberate efforts is he putting in place to encourage investors to invest in those areas?

Mr. Speaker, Sir, I would like to ask the Prime Minister about the issue of deforestation and destruction of river sources. As we talk about five towers in the country, we are still destroying forests and that affects our river sources. As we address the bigger issues, we will come back ten years later and find that all the rivers of Kenya have dried up. So, what is he doing to make sure that we do not destroy river sources and preserve our water?

Thank you, Mr. Deputy Speaker, Sir. The Assistant Minister will appreciate that a big part of this country is made up of the rural areas. Therefore, it is not easy for the national grid to access those areas. What is he doing to ensure that those constituencies that are far from the town centers are catered for in terms of electricity?

Mr. Speaker, Sir, the Minister has, on several occasions, lamented about being given Kshs300 million only in the Budget. It is the role of the Minister to source for funds from either the Treasury or donors. What is he doing to make sure that he gets enough resources? Facilities in this country require infrastructure. It is his duty to do exactly that.

For your information, this is one rock in respect of which there is a legend that if you went round it seven times, you would change your sex. Mr. Deputy Speaker, Sir, it is very disappointing because, although the Assistant Minister responded that the Backbench is not there, we have many Backbenchers and we have raised these Questions. It is the responsibility of the specific Ministers who are supposed to answer the Question on the Order Paper to make efforts to be in the House.
