  • 14 Apr 2010 in National Assembly: (c) Could the Minister, as a permanent solution, establish NCBP centres in Mutomo and Ikutha? view
  • 14 Apr 2010 in National Assembly: Mr. Speaker, Sir, I am surprised by the Assistant Minister’s answer, who is very conversant with what I am asking because he comes from this area. The reason why I had put this Question on Private Notice is because the crop is wasting in the stores and in the view
  • 14 Apr 2010 in National Assembly: because of what he has exactly said. If he goes on to consult and maybe comes with a “yes” answer after a long time, this will not help. So, could he urgently establish these buying centres, so that we can harvest the crop, store it and use it when it will be required? view
  • 14 Apr 2010 in National Assembly: Mr. Speaker, Sir, I would like to inform the Assistant Minister that before I put this Question we had consulted as leaders of Mutomo and come up with those centres in the division. In some cases, we have identified the places and, therefore, I can show him so that we can start immediately. How soon will he act? Is it this week or next week? I want him to be very specific so that we can start the process of rescuing that grain which is in the area. view
  • 8 Apr 2010 in National Assembly: On a point of order, Mr. Speaker, Sir. I am sure you gave a ruling earlier that we should not repeat Questions when we stand to ask them and when Ministers are replying. Is the Assistant Minister not wasting time by reading what the Questioner has already put on paper? Would I be in order to ask him to give the answer straightaway? view
  • 8 Apr 2010 in National Assembly: Thank you, Mr. Speaker, Sir. Indeed, the problem of understaffing and underemployment of teachers is very crucial to all of us. We have some areas, for example, Kitui South Constituency, which is seriously understaffed. The issue of not involving the District Education Boards (DEBs) appears to be questionable. In my case, we have 14 slots. According to that rating, the best candidate in my constituency is No.145. That means that if we go by that merit list, no one from my constituency will get employment. The problem we have of understaffing is because people come from outside, they get employed ... view
  • 7 Apr 2010 in National Assembly: On a point of order, Mr. Temporary Deputy Speaker, Sir. The Minister is misleading this House because we have the greater Kitui, which comprises of Kitui Central, Kitui East, Mutito, Kitui South and Kitui West. In the greater Kitui District, we have had an established district treasury since 1963. We have a District Fisheries Officer who is an AIE holder. The situation in my constituency is even worse. I am 200 kilometres away from Machakos. Money to my constituency is also channelled through there. What steps is he taking to make sure that this project is implemented effectively? There is ... view
  • 7 Apr 2010 in National Assembly: Thank you, Mr. Speaker, Sir. You will recall that last year we were warned by the weathermen that the rains this year would be enhanced. The Minister of State for Special Programmes then said that the Ministry was prepared to tackle the issue of the enhanced rains. We are now experiencing problems, and the areas which experience the problem of floods are the same areas which also experience drought and starvation. I am thinking of areas like Turkana, North Eastern, Tana River, lower parts of Ukambani which I represent and others. So, Mr. Speaker, Sir, what I wanted to ask ... view
  • 10 Dec 2009 in National Assembly: Mr. Deputy Speaker, Sir, I would like to oppose the Motion of adjournment of debate on this Motion. I am the Vice-Chairman of the Departmental Committee on Transport, Public Works and Housing and since the Chairman is not here, I am acting on his behalf. This issue has come before our committee. We have had a half a day meeting with the Minister and his officials. We raised issues of concern. We discussed and have seen that the issues are valid. The only issue that was of concern as of yesterday was the registration of a company at the local ... view
  • 10 Dec 2009 in National Assembly: Mr. Deputy Speaker, Sir, we held a half-a-day retreat here in Parliament so that we could discuss with the Minister and for the committee to be adequately briefed to ensure that this document is valid. This is contained in the minutes of our committee meetings. view
