Thank you, Hon. Temporary Deputy Chairman. I support Hon. Ken Okoth’s amendment. The Committee should also work in the interest of the litigant, the accused or the victim. Sometimes when provided with legal aid services, there could be other intricacies at play that would see powerful people wanting your legal aid to be withdrawn on flimsy grounds. We must protect the weak. This provision by Hon. Ken Okoth helps in that direction. The Committee seems to be preoccupied with protecting the board and the State, which, in my opinion, is not necessarily very good.

Thank you, Hon. Temporary Deputy Speaker. I rise to contribute to this debate. From the word go, I want to pick it up from where my coalition whip has just left. The challenge of the Community Land Bill is that of clashing of cultures. On one hand you have a community that owns a piece of land from ancestry, but on the other hand you have a capitalist system coming in, where land is highly valued in terms of monetary gain. The Temporary Deputy Chairman, I was still mooting, but I am now okay. I support the amendment on the county executive committee and note that there is a representative of persons with disabilities. The Temporary Deputy Chairman, when you look at the substantive law in Subclause 4, it states that a Member of Parliament from the respective county may attend the meetings. I need your guidance on this even if it is not before this House. What is the constitutionality of this?

enumerated the people who are supposed to act to provide such support, I do not think it can be done. In any case, there already exist the Ministry of Education, Science and Technology bursaries and other forms of bursaries which go to needy students. I also wonder whether we are over-legislating. In my opinion, some of these things should fall under regulations and not the substantive law. I oppose.

Thank you, Hon. Temporary Deputy Chairman. The whole debate around climate change has been supported by the civil society. It will be very unfair to remove them from this noble process, especially when we have had a lot of representation from the Government, including the high office in the land. The civil society will bring a lot of expertise to the Council. I oppose the amendment.
