Nkaissery because he has instilled confidence in the security system. The challenge of corruption remains supreme. You can easily buy off security agents to do your bidding. A very good example, even if they are mere allegations, can be proved with the NYS saga, including the Banking Fraud Investigation Unit of the National Police Service.
