• 26 Jun 2013 in National Assembly: As a citizen of this country, I am concerned that within a period of four years, our national Budget has grown from slightly over Kshs900 billion to Kshs1.6 trillion today. I am concerned because, with the discovery of strategic natural resources, namely, oil, coal and natural gas and other minerals, we are likely to escalate expenditure. • 26 Jun 2013 in National Assembly: Looking at the Budget making process, there is a tendency within the Executive and other arms of Government to have an incremental mode of expenditure, where Accounting Officers ask for more money year in, year out. I think that is why the Constitution created the Office of the Controller of Budget. I thought that with the re- allocation of duties and sharing, under Schedule 4 of the Constitution of the Republic of Kenya, we would see a big reduction of expenditure in the national Government and a re- allocation of resources to the devolved governments. There is also a critical need for ensuring that we bring a Bill to this House to guide the Budget making process, so that we do not just have an ever growing Budget for people to be seen to be working because they are spending more money, but rather have our Budgets based on the needs of the people on the ground. I rise to support the proposed nominees for Interior and National Co-ordination and in particular Madam Josephta Mukobe who is actually not just a disabled person but a woman with disability who has risen through the ranks and files. Actually, if this House were to have an interview with Madam Josephta Mukobe, you would also realise that it is not just your usual type of disability. Hii halmashauri ya Kitaifa ya Vijana ni kama ile Maendeleo ya Wanawake.
