(a) I am aware that Joy Town Primary School in Thika, which caters for handicapped children has an outstanding water bill of Kshs2,249,633 as at 6th July, 2006 owed to Thika Municipality, and not Kshs1.9 million as stated. So, most of our elections are not free from violence. But that does not mean that such elections are not free and fair. view
