  • 3 Jun 2015 in National Assembly: praise me in my constituency that we have good roads. Now, we gave these monies to the counties and the markets are filthy, the roads are not there and the hospitals are filthy. view
  • 3 Jun 2015 in National Assembly: It is such a sad thing and very embarrassing for us. Instead of celebrating having voted for devolution, we are crying because of a few people who are so ruthless and greedy with money that are trying to bring our hard-earned freedom down. What is happening is strange. I want to plead with the Budget and Appropriations Committee and the committees that let us be bold and ring-fence every money to the sectors in the coming year. Now that I think about it, I am clear which law this Parliament must initiate. On that that devolves money, let them sit ... view
  • 27 May 2015 in National Assembly: On a point of order, hon. Speaker. view
  • 27 May 2015 in National Assembly: Hon. Speaker, let me, first of all, start by apologising on the issue that I had raised earlier prematurely. I want to raise it in a different manner. It is seriously fundamental. I sit in the Departmental Committee on Defence and Foreign Relations. I want to deal with the part which is on foreign relations and falls in the Department of Foreign Affairs. view
  • 27 May 2015 in National Assembly: Thank you, hon. Speaker. I do not think you are suggesting that Hon. Mutava Musyimi’s spirituality has dissipated. Remember he used to be a great man of God. view
  • 27 May 2015 in National Assembly: My leader here wants to prove that Hon. Mutava is still spiritual. I do not know how you test another person’s spirituality. However, we are making progress. The time we took off for lunch has enabled people to think. Hon. Duale has made a good proposal based on facts. Hon. Mutava is also appealing appropriately. It is important that we set a good precedent. It may have happened differently in the last couple of years. The Constitution was still new to us and many Members were also new. My only appeal would be that as we go to consult, we ... view
  • 27 May 2015 in National Assembly: I am on a point of order, please. The bursary which we have been accustomed to – it has been there even before I came to Parliament - is missing currently in your constituency. I am not sure if Members of the Budget and Appropriations Committee are not getting those phone calls. Again, we cannot preside over Budget where we have total power to make and omit bursary money. We need to go back and consult within reason. We have to do that. It is our mandate and it behoves us. I want to insist on a negotiated Budget. When ... view
  • 27 May 2015 in National Assembly: Hon. Speaker, I was going to say that we adjourn the debate on this Motion under Standing Order No.96 (1). view
  • 27 May 2015 in National Assembly: To Wednesday, next week, at 9.00 a.m. view
  • 30 Apr 2015 in National Assembly: Thank you, Hon. Temporary Deputy Chairman. I rise to oppose this amendment. I do not think this Departmental Committee on Finance, Planning and Trade Committee is being fair to this country. When you talk about replacing the Speaker with a designated State officer--- view
