  • 3 Dec 2014 in National Assembly: Thank you, hon. Speaker. I thank you for coming in to create sanity. Most of our deliberations here that contribute to our disagreements are more often than not based on ignorance. When you come here, you more often than not create sanity. Yesterday I was very happy as a parliamentarian. I thought we were going to the moon. In fact, on our side, when the President thought that one of our members was capable of being his Cabinet Secretary, we did not object. We thought we wanted something good for all of us as a country. In Singapore, there was ... view
  • 3 Dec 2014 in National Assembly: (b) to participate in the activities of, or recruit members for, a political party; or (c) to campaign for a political party or cause. That alone makes that amendment unconstitutional, because what it purports is that it can take away that right of a retiree. It is our Constitution. Let us just obey the law. view
  • 3 Dec 2014 in National Assembly: This is a money Bill and it is an important one. We are deciding about the retirement of our leaders, including that of the hon. Speaker. I looked at the signature on the amendment. Even that signature alone, had you looked at it at the stipulated time of amendments, I am sure the matter would never have gotten here without canvassing. All that I want to request you is to bring sanity. You have made a ruling here before. My understanding of a money Bill is that before it is amended, it has to go to the Budget and Appropriations ... view
  • 19 Nov 2014 in National Assembly: Thank you, hon. Speaker. I only want to speak to two issues. My first issue is sticking with the Standing Orders. In the last two days, we have been treated to some very shameful acts by Members of this House since we are on the subject of discipline, which borders on disrespect to the Chair. view
  • 19 Nov 2014 in National Assembly: Hon. Speaker, yesterday we had a Motion here about the unethical acts which are being done to our women and girls on the streets by hooligans. A few Members or a Member, openly defied the Speaker in a way that I thought was not decorous in this House. The electronic version of the Official Hansard Report is for information purposesonly. A certified version of this Report can be obtained from the Hansard Editor. view
  • 19 Nov 2014 in National Assembly: Hon. Speaker, this morning there was a debate which was procedurally progressed by this House to the Third Reading. A Member, who happens to be the same Member as yesterday, acted in a way that showed that this House should not even have a Speaker or a Chair for that matter. view
  • 19 Nov 2014 in National Assembly: Hon. Speaker, since we are talking about issues of discipline, it is good that we, as a House, are informed of the rules. What you are being treated to is lack of understanding of the rules. If we are lawmakers we must live within rules. It is absurd that you can tell me to walk out - you have done that before - and I refuse to do so. Whether it was disrespecting the Chair because it was a woman on the Chair, I think it bordered on criminality. This is because if we disobey our laws, then whose laws ... view
  • 19 Nov 2014 in National Assembly: Hon. Speaker, you must protect the seat of the Speaker the same way you are saying the Standing Orders are plain and straightforward. We may blame politics for it. This leads to my second point. When the ODM says it wants to sort out issues of discipline within it, it becomes a headline of a story. However, when the United Republican Party (URP) kicks out Members of the County Assembly (MCAs) in Nandi County, it is a small strip in the newspaper. view
  • 19 Nov 2014 in National Assembly: Hon. Speaker, how many opponents do we have? Is it the media plus Jubilee, or can our opponents be known to us today? I mean, let us sort out ourselves. You may not agree with the way we do it but you cannot use the Fourth Estate to your advantage only when it is convenient. Use it all the time, including when you steal or do all kind of things. Let the Fourth Estate talk, so that it is known you were stripped naked. There is no difference between the Arama case and the firing of the MCAs in Nandi ... view
  • 19 Nov 2014 in National Assembly: Hon. Speaker, lastly let me take this opportunity to seriously send my condolences--- view
