• 21 Nov 2012 in National Assembly: Mr. Deputy Speaker, Sir, with respect to the arrest of Minister Nanok, I would like the Minister also to clarify if the Head of the Executive, either the President or the Prime Minister, were asked for permission before his incarceration as is usually the case before a Minister is arrested. If this side of the Coalition or if the permission was given by the other side of the Coalition, or if his incarceration was ordered by an ordinary civil servant; I would like the Minister to clarify that. view

Further, it was reinforced by Mr. Ethuro that we need to clarify what is an emergency and what is a disaster and also so that for the purposes of implementation of this Constitution, we know when and how to deploy the military.
