  • 28 Jun 2012 in National Assembly: Madam Temporary Deputy Chairlady, I rise on a point of order to ask you to implore Mr. Kimunya to apologise to this House and to Kenyans for having led us for one week of agony for trying to do something unconstitutional, uncalled for, a very bad thing for the country and we are now here in the middle of the night--- You should not even have given him a chance to talk because he is the culprit! view

  • 28 Jun 2012 in National Assembly: Madam Temporary Deputy Chairlady, the point we are raising here is of utmost importance. What the Minister is trying to do is to shortchange the ruling or the directions given by the Speaker in the morning. We have been sitting since morning to find out if the Minister accommodated the recommendations of this House, through the Budget Committee. True to my suspicion this morning, what we found was that the Treasury was trying to short change the Budget Committee and its recommendations and the whole of this House. We have been sitting since 10.00 a.m. We have come up with ... view
  • 28 Jun 2012 in National Assembly: Madam Temporary Deputy Chairlady, maybe we need to go to the full House and canvass this issue. This is a constitutional matter and we need to revisit the direction of the Chairlady in the morning because here is a scenario where the Minister--- view

  • 27 Jun 2012 in National Assembly: I am sorry, Mr. Deputy Speaker, Sir. Let me apologize. I, first of all, want to thank hon. Members for supporting the Traffic (Amendment) Bill. The Minister for Transport has been gracious enough to agree that before the Third Reading of this Bill, we are going to negotiate and try to marry my proposals and those of the Government, so that we do not duplicate our efforts. view
  • 27 Jun 2012 in National Assembly: Mr. Deputy Speaker, Sir, as you realize, we appreciate the effort of the Government to rein in the lawlessness on our roads. We also have to be realistic and know we have to deal with constitutional Bills, and we have very few more weeks for legislation remaining. So, if we are to accomplish anything in terms of reducing the road carnage, we think going my way would be the most appropriate. We have a lot of stakeholders. I am going to be calling meetings of stakeholders. We realize that there are people who have interest in this matter. These are ... view
  • 27 Jun 2012 in National Assembly: On a point of order, Mr. Temporary Deputy Chairman, Sir. I needed to raise that the Committee reports progress and we seek leave for the House to sit again until the conclusion of Order No.9 – The Public Finance Management Bill (Bill No.7 of 2012). view
  • 27 Jun 2012 in National Assembly: Mr. Temporary Deputy Chairman, Sir, I also rise to oppose this amendment. The stiffer the penalty, the greater the deterrent. How will we stop impunity if we think a lesser punishment is good enough? In many countries, this is an economic crime where people go to prison for life. I want to plead with the Minister, let us stop this thing once and for all so that we do not export corruption from Nairobi to the grassroots. Thank you. view
